Alumni Board of Directors

The University of Tennessee at Chattanooga Alumni Board strengthens connections between the university, its students, alumni and surrounding communities by fostering relationships, promoting outreach and encouraging meaningful engagement. Board members serve as advocates and ambassadors, offering their time, expertise and support to enrich the educational experience and advance the university’s mission.

We are excited to introduce the newest members of the UTC Alumni Board of Directors. Each brings a wealth of experience, a deep commitment to community, and a passion for supporting and advocating for UTC.

Here is a brief introduction to each of our new board members:

Stacy Archer

Stacy earned her B.A. in History in 1995 and her J.D. from UTK in 2001. During her time at UTC, she was involved with the University Echo and the History Club (Cleo Society). Today, she serves as an attorney at Robinson, Smith & Wells, PLLC in Chattanooga. Stacy is active in the community through her work on the Hamilton County Foster Care Review Board and the Bachman Community Center Board. In her free time, she enjoys visiting National Parks.

Caroline Armstrong

A 2023 graduate with a B.S. in Health and Human Performance, majoring in Sports Management, Caroline currently works as Coordinator of Partnership Services at Mocs Sports Properties. As a student, she was active in Chi Omega, Lambda Chi Crescent Court and was a HOPE Scholarship recipient. Caroline is passionate about all things sports, particularly college athletics and has worked events like The Masters and Players Championship. She also enjoys golf, design and exploring new adventures.

Reginald Cooper

Reginald holds three degrees from UTC: a B.S. in Business Administration (2005), an MBA (2006) and an Ed.D. in Learning and Leadership (2018). He is an Underwriting Consultant with Blue Cross Blue Shield of Tennessee. Reginald is actively involved in numerous organizations, including Alpha Phi Alpha Fraternity Inc., Leadership Chattanooga Alumni Association and the Honorable Arvin W. Glass Foundation. He enjoys reading, DIY projects and attending local events.

Daniel Duncan

Daniel graduated in 1978 and is a retired union officer. He served as Financial Secretary-Treasurer for the Chattanooga Area Labor Council. He enjoys collecting presidential campaign buttons, photography, Lionel trains and reading historical biographies.

Kim Hulvey

Kim earned both her B.S. in Mechanical Engineering (2006) and M.S. in Engineering Management (2010) from UTC. She is currently the General Manager of Nuclear Regulatory Affairs and Emergency Preparedness at TVA. Kim serves on the UTC Mechanical Engineering Advisory Board and is active in Women in Nuclear. Her hobbies include board games, crocheting, reading and spending time with her dogs.

Tom Losh

A proud Moc, Tom earned degrees from UTC in 1971 and 1974, with concentrations in Secondary Education, Biology and Secondary Educational Leadership. A retired educator and former president of the UTAA, Tom was involved on campus in athletics, Blue Key, FCA, Lambda Chi Alpha and more.

Sarah Mattson

Sarah earned her MBA from UTC in 2016. She is the Senior Director of Economic Development at River City Company in Chattanooga. Sarah serves on the executive board of The Enterprise Center and on the advisory board for the Tennessee Small Business Development Center. Her interests include traveling, scuba diving and golfing.

Jeff Rufolo

Jeff earned his B.S. in 1988 and his J.D. thereafter. A trial attorney with Summers, Rufolo & Rodgers, P.C., Jeff has served on the UTC Alumni Council, the Tennessee Trial Lawyers Association and the American College of Trial Lawyers. As a student, Jeff captained the UTC wrestling team and received the Overmyer and wrestling scholarships.


Alumni board representatives

In addition to our newly appointed board members, UTC is proud to welcome three new alumni representatives to the Alumni Board of Directors. Appointed through their leadership roles within approved affiliated alumni groups, these individuals bring energy, experience, and a deep commitment to the Mocs community. Whether advancing student support, engaging fellow alumni, or building campus partnerships, they play a valuable role in strengthening the connection between UTC and its alumni.

Gary Behler

Gary Behler has a long history of leadership and service, both professionally and within the UTC community. As the representative for the Chattanooga Ambassadors, he helps strengthen connections between local alumni and the university. He currently serves on the boards of the Children’s Advocacy Center, the Tennessee State Court Clerk’s Association, and the County Officials Association of Tennessee. While at UTC, he was active in Student Government Association (SGA), where he served as Entertainment Chairman, and was a member of Blue Key, Alpha Society, the Criminal Justice Honor Society and the Raven Society. A proud Mocs fan, Gary enjoys restoring classic cars, gardening and cheering on UTC football and basketball.

Richard Stichler

Richard Stichler is a dedicated music educator and long-time UTC faculty member. He represents the Band alumni community on the Alumni Board, serving as a bridge between current students and band program alumni. A two-time UTC graduate, he currently directs the UTC Jazz Ensemble, teaches applied trombone and supervises instrumental music educators as an adjunct professor. Before joining UTC, Richard was a high school band director and remains active in the Georgia and Tennessee Music Educators Associations. Outside the classroom, he enjoys collecting Marklin model trains and playing golf.

Emma Van Hee

Emma Van Hee represents the Global Mocs network, bringing the perspective of international and globally minded alumni to the board. A dual graduate of UTC, she earned her B.S. in Economics in 2021 and her M.S. in Data Analytics in 2023. As a standout student-athlete on the women’s tennis team, Emma received a full athletic scholarship and competed for five years. Today, she works as a data analyst for New York Life and continues to pursue her love of athletics through tennis and pickleball. Emma also enjoys traveling, attending concerts and finding time to read between adventures.
